Since its inception in 1989, the Search for the Ten Outstanding Boy Scouts of the Philippines (TOBS) has been more than just an award—it's a nationwide call to action. Founded by former Education Secretary and BSP National President Dr. Isidro D. Cariño, TOBS selects exceptional Scouts who stand as beacons of leadership, excellence, and moral integrity. Each year, these Scouts are not just recognized for their achievements but celebrated for living the core values of the Scouting movement and embodying the true spirit of service.
Since its founding in 1995, the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA) has stood as a symbol of what it means to lead, serve, and transform. As the organization of the TOBS awardees, TOBSPA unites these exceptional Scouts in forging a path for others to follow.
TOBSPA fulfills a crucial role as the developmental arm of the Boy Scouts of the Philippines. In support of BSP's Youth Programme, TOBSPA has developed key initiatives aimed at empowering Filipino youth, including the GovCamp, Social Accountability Module, and the Online Youth Parliament. TOBSPA has also contributed to the development of the Adults in Scouting Programme through its active involvement in the National Training School.
